The Enterprise Center at Glenville
Cleveland, Ohio

 
 
 
   

The Enterprise Center at Glenville is a 5-acre former brownfield site with 180,000 square feet of rehabilitated space. Built in 1913, the facility was originally home to the Royal Vacuum Cleaner Company. During the 1950s to 1960s, the building was owned by Gould-Clevite, a defense contractor specializing in the manufacture of underwater guidance systems and torpedoes. After the company’s relocation in the mid-1980s, the building fell into a state of disuse and disrepair. One tenant, using less than 20% of the available space, occupied the building when ShoreBank Enterprise Cleveland (SEC) purchased it in 1994. Extensive environmental cleanup was required before building remodeling and expansion could take place. Throughout 80 years of manufacturing, the property had been contaminated with heavy metals, the building was full of asbestos and lead paint, and there was radioactive material left behind from the defense contractor.

Rehabilitation of the building occurred in four phases, beginning in 1994. Funding for the project came through several sources, including:

  • Five local foundations;
  • U.S. Department of Health & Human Services, Office of Community Services;
  • U.S. Department of Commerce, Economic Development Administration;
  • City of Cleveland, Department of Economic Development and Empowerment Zone; and
  • Cleveland Development Partners, the financing arm of Cleveland Tomorrow, a group of major corporations in Cleveland.

Stakeholders and partners for the project include the above-mentioned organizations plus local community development corporations (CDCs), and the CDC umbrella organization, Neighborhood Progress, Inc.

Now transformed, the Enterprise Center serves as an incubator to 45 small businesses and community organizations. The space is flexible, and can be customized to fit the diverse needs of our tenants, which include light manufacturing, metalworking, glass blowing, administrative offices, workforce training programs, youth organizations, and community development corporations. The current occupancy rate is nearly 90%, 270 full-time employees come to work here every day, and over 70% of the employees in the Enterprise Center are residents of our community. What was mostly a vacant eyesore only 10 years ago has become a vibrant center of business and neighborhood activity where you may have to search for a parking space if you arrive after 9 a.m.

ShoreBank is now planning to upgrade the Glenville Enterprise Center using principles of sustainability to demonstrate how environmental stewardship can be integrated into economic and community development strategies. SEC is currently planning the fifth phase, which will be the “greening” of the building This phase includes installation of a new HVAC system to replace the current circa 1940 system. In addition, other improvements being investigated include the cooling system, windows, changing exterior features that will result in energy savings, lighting systems, interior air quality, renewable energies, and roof top gardens. These improvements will save enough money in energy to pay for themselves. By examining and evaluating the many aspects of facilities management, from procurement policy and interior construction to routine systems maintenance and major repairs, ShoreBank Enterprise Cleveland hopes to create a “green” brownfield redevelopment.

One of the most exciting things about the transformation of this site is that it demonstrates how brownfield development can integrate economic development with distressed urban communities.
